As a Personnel Security Specialist GS-0080-7/9, your typical work assignments may include the following under supervision:
Initiate background investigations; review and pre-screen applicants, volunteers, contractors and other entities. Review, analyze and adjudicate lower level background investigations completed by the Office of Personnel Management (OPM), state criminal history checks and Local Law Enforcement Inquiries (LLEIs). Formulate recommendations for decisions that affect the appointment, retention or removal of Bureau employees, appointees, and selectees, as well as the denial of access to Information Technology resources. Interview subjects of investigations, employees, and other individuals to determine factual information, circumstances and behaviors that are critical to the final adjudication determination. Provide advice and guidance in matters pertaining to personnel security. Represent the Personnel Security program at Bureau level meetings and hearings. Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-7:
One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service that includes:
Knowledge of security specialties, concepts, principles, criteria, requirements, technology, and practices; Review requests for personnel or facility security clearances; Assist in conducting prescreening or final investigation adjudications. OR Superior Academic Achievement which included one of the following:
1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society -membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit a copy of your transcripts) OR Successfully completed one full year of appropriate graduate level education (18 semester hours, 27 quarter hours or equivalent) in a field of study directly related to the work of this position. (You must submit a copy of your transcripts) GS-9:
One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 grade level in the Federal service that includes:
Utilize general security administration programs and policy requirements in order to identify and report conflicts in procedural issues; Resolve well-defined issues in existing personnel security programs; Assist in making security clearance, adjudication, and suitability determinations and recommendations; Determine eligibility for access to classified or sensitive information and granting personnel security clearances/accesses in the presence of minor derogatory information (e.g., traffic violations, misdemeanors at least 5 years in the past, and similar situations); Respond to questions involving Personnel Security and Suitability for service-related matters. OR Masters or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B or J.D., if related. (You must submit a copy of your transcripts) OR Combination of graduate level education (as defined in B above) and specialized experience (as defined in A above) when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
