Administrative Officer

The incumbent serves as the Administrative Officer for Nursing Service, New Mexico Veterans Administration Health Care System (NMV AHCS). The position receives tasks from the Associate Chief Nurses, Nursing Service, and his/her Leadership Group, but the position reports to the Supervisory, Program Management Analyst (Business Manager) for Nursing Service. The Service provides the full range of comprehensive inpatient services to all eligible NMV AHCS beneficiaries. Major Duties are:
Personnel Administration and Management Work. Directs the personnel management program for Nursing Service, overseeing and/or performing the full range of personnel management and administration functions for over 452 FTEE, 27 intermittent employees and 34 supervisors. Serves as the liaison to Human Resources Management Service (HRMS) concerning personnel-related matters for Nursing Service. Administrative Management. Supports the overall administrative management for Nursing Service. This includes interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to the Nursing Leadership Group on related issues. Supervisory Duties. Responsibilities of the incumbent also include the direct management and supervision of the Nursing Service Administrative Team which includes 3 Administrative Assistants, 3 Program Support Assistants, 1 Computer Assistant, 2 Supply Technicians, I Secretary, 50 health aids, and others as delegated by the ACNs or Business Manager. The incumbent completes the Performance Reviews, and provides ongoing interaction and direct supervisory support to the administrative staff under his/her supervision. Budgeting/Financial Management Work. The position serves on the Nursing Service Budget/Fiscal Management team with the ACNs and Business Manager to support the budgeting and financial management for Nursing Service. This includes budget formulation, justification, and execution; financial management; and financial reporting. Work Schedule:

Experience:
GS-09 You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Some positions are TEMPORARY appointment (not-to-exceed 120 days). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. The work is primarily sedentary, although some slight physical effort may be required. Due to the complexity of the work and personal interactions, requirements of multiple ongoing projects/deadlines, the job may be psychologically stressful at times. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
