As a Human Resources Specialist (OWCP) GS-0201-11/12, your typical work assignments may include the following under supervision:
Serves as the Bureau of Indian Education's return to work liaison to the Department of Labor's Office of Workers' Compensation Programs (OWCP) nurse intervention program, vocational rehabilitation and periodic roll case management. Responsible for responding to all inquiries made by the injured worker, medical providers, bureau management and OWCP. Serves as the BIE SMIS administrator; creates as well as deleting accounts in SMIS for employees. Provides technical advice and guidance to management, supervisors' officers and employees to ensure accurate and timely submission of claims. Maintains close surveillance of each compensation claim through SMIS, medical reports and other information sources. Serves as the primary contact on all matters pertaining to workers' compensation. Maintains contact and a professional collaborative working relationship with OWCP coordinators, claims examiners and other staff. Examines the effectiveness of and makes recommendations concerning, Bureau-wide FECA program consistency and responsiveness to program requirements. Develops strategies for managing cases during COP period, which may include nursing intervention, supervisor involvement, establishing light duty positions and communication with the attending physician. Represents the BIE on OWCP committees/councils and at various meetings and national conferences; serves as the BIE representative on the DOI OWCP advisory Council and work-groups. Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-12:
I have one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include:
conducting evaluations of the effectiveness of the OWCP program to reduce losses associated with OWCP cases; and making recommendations on strategies to improvement the program; developing methods and resources for possible investigation of potential fraud and abuse of OWCP benefits, in collaboration with the Department of Labor, and the OIG; working directly with the DOL/OWCP office to address each specific case; working collaboratively with DOL/OWCP to remove employees from the case roles where warranted, including evaluating current status and potential for rehabilitation, retraining and/or medical retirement, including initiating action to reduce case inventory; working with the DOL/OWCP databases/systems for case management and program management; functioning as the primary contact on all matters pertaining to the workers' compensation program for a Bureau; maintaining close surveillance of compensation claims through systems such as SMIS (Safety system of record), DOL/OWCP system, medical reports and other information sources; providing technical advice and guidance to management, supervisors and employees to ensure accurate and timely submission of all OWCP claims. GS-11:
I have one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-9 level in the Federal service. Examples of specialized experience include:
working with the DOL/OWCP office to address specific cases; working with the DOL/OWCP databases/systems for case management and program management; functioning as a contact for matters pertaining to the workers' compensation program for a Bureau; maintaining close surveillance of compensation claims through systems such as SMIS (Safety system of record), DOL/OWCP system, medical reports and other information sources; providing technical advice and guidance to management, supervisors and employees to ensure accurate and timely submission of all OWCP claims. -OR- Successfully completed 3 full years of progressively higher level graduate education of Ph.D. or equivalent Doctoral degree. (You must submit a copy of your transcripts to support this response.) -OR- A combination of successfully completed graduate level education and specialized experience. Only graduate level education in excess of that required for GS-9 may be used to qualify at GS-11. (You must submit a copy of your transcripts to support this response.) Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
