Program Specialist

This position is in the Office of Community Care and reports to the Chief and/or Deputy Chief of Community Care Service. The OCC provides oversight, guidance and support to the VA in many different capacities; research, training, development, interpretation, and evaluation of existing health care policy and regulations that pertain to Medical Benefits, community care, emergency care, and authorized medical care. Duties include, but not limited to:
Performs reviews by examining Veteran's medical records, community care authorizations, community payment records and historical tracking of submitted health care claims. Provides consultative services to Veterans, vendors, congressional offices, Veteran Service Organizations, staff and other stakeholders to facilitate performance improvement by providing training with regards to business and financial processes as well as internal controls. Identifies existing or potential problem areas and suggests solutions or alternatives to existing procedures which contribute to these problems. Gathers, analyzes, and prepares information while applying sound judgement when responding to inquiries to include those from Congressional Offices, White House Hotlines, Advance Credit Reports (ACR), VAIQs, Exec VA, CBI Helpline, Call Center Portals, Reports of Contact, and others as assigned appropriately managing relations across business units. Collaborates with Veterans and vendors regarding procedural, technical and/or operational functions within the Office of Community Care. Initiates and composes correspondence pertaining to Congressional inquiries, Veteran and vendor issues. Reviews files and records, and discusses with personnel or witnesses regarding any practice that appears to violate patient's rights or which causes unnecessary discomfort or embarrassment to patients, their families, or the health care facility and reports such findings with recommendations for improvements to the facility Director and/or top management team. Coordinates and reroutes calls appropriately in instances where other departments must be involved. S/he will facilitate and follow through to ensure final resolution to the customer. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Location:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures; Administrative regulations and operating procedures plus skill in applying fact-finding and investigative techniques; Management principles, pertinent administrative regulations, and staffing guidelines plus skill in applying fact-finding and work measurement techniques; Plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; Qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a military command, complex multi-mission local installation, or equivalent. Making decisions in planning, directing, controlling, coordinating, operating, and evaluating a program; making decisions in efficient use of appropriated and non-appropriated accounts to secure needed items and supplies and to coordinate and plan events. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
