Budget Technician

The Budget Technician, serves as the control point manager for the control points aligned under FMS; assists the Budget Section staff in the training of control point users in the facility; and manages the tracking, monitoring and budgetary oversight of the Information Technology, Research and General Post Fund appropriations. The Budget Technician duties include, but not limited to:
Extracts and compiles budgetary and payroll information from multiple sources to be reviewed by the analyst. Reviews estimates from the program officials and makes recommendations based on the validity of the provided information. Maintains historical data concerning the obligations, expenditures, FTEE, and transactions of multiple control points. Conducts routine audits of the control point activity files including the running balance ceiling reports. Reviews, analyzes, revises, and recommends approval, disapproval, or changes to budget requests and justifications. Process a variety of transactions that include the initiate allocation, periodic funding transactions, and expenditure transfers that are essential to the execution of the overall operating plan. Communicates directly with control point clerks and officials throughout the organization regarding control point balances and budgetary projections. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 grade level position, you must have served 52 weeks at the GS-05 grade level. The grade may have been in any occupation, but must have been held in the Federal service. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Adheres to policies and procedures that vary between appropriations, funds and programs; Serves as the primary point of contact to provide guidance on the balancing and maintaining of the control points spending; Knowledge and ability to utilize all Microsoft systems and applications including Excel and Access; Assists the Budget staff in the training of control point users in the facility; Involves resolving problems in the maintenance of control points, auditing transactions, and assisting in the correction of errors; Conducts routine audits of the control point activity files including the running balance ceiling reports. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
