Construction Program Specialist

Serves as the Program manager for the oversight of the Office of Security Transportation (OST) maintenance program. Monitors integrated and complex systems involving; unique equipment, facility designs, operations, and processes. Handles day-to-day issues for OST, as well as coordinating with other related sites to review maintenance issues that arise. Ensures that safety and security requirements are fully implemented and integrated. Provides quality assessment of contractor performance and participates in the development of maintenance contractor scope of work in the contract procurement process. Identifies and evaluates active construction projects for compliance to applicable building codes and Department of Energy orders Assures that all activities are performed within the approved safety guidelines and in compliance with applicable orders, laws, and regulations. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or grade in the Federal Service i.e. NQ-02 or GS-12. Specialized experience for this position is defined as:
Experience as a Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety requirements. KSA-4 - Ability to analyze, review and solve complex and difficult problems experienced in the implementation of construction programs. KSA-5 - Ability to secure the cooperation of the parties involved in construction projects to resolve problems, relating to construction implementation. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
