As a Safety and Occupational Health Manager GS-0018-14, your typical work assignments may include the following under supervision:
Provide overall management, leadership and supervision of all employees of the Bureau Safety and Occupational Health Programs. Assign work based on organization priorities and consideration of difficulty and requirements of assignments such that experience, training and abilities of staff are utilized to meet organizational and customer needs. Ensure overall program management compliance with applicable Occupational Safety and Health Administration (OSHA), Department of Interior (DOI), and Indian Affairs (IA) standards to manage, administer and coordinate the safety and health programs for the Bureau of Indian Education (BIE). Provide advice, interpretation and implementation of safety policies, criteria, standards, and accident potential of specific programs, requirements and administrative issues. Develop a comprehensive program plan for safety and occupational health, consistent with Bureau of Indian Education (BIE) mission and supported by management with needed personnel and resources. Ensure state-of-the art operational safety and occupational health management concepts, principles, and techniques are incorporated in all aspects of the programs. Develop Bureau of Indian Education (BIE) policy and guidance pursuant to Indian Affairs/Department of Interior established policies and procedures. In conjunction with the facilities function, implement an integrated environmental, safety and health compliance audit program to evaluate compliance and identify corrective actions. Establish a comprehensive inspection program to follow and ensure consistency in application. Applicants must meet the qualification requirements contained in the OPM Standards. Undergraduate and Graduate Education:
Undergraduate and Graduate degree that includes or supplemented by a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following disciplines:
safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Make sure you submit a copy of your official transcripts. OR Specialized
Experience:
I have experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to meeting the INDIVIDUAL OCCUPATIONAL REQUIREMENTS GS-0018 SERIES - BASIC REQUIREMENTS, you must also meet the MINIMUM QUALIFICATION REQUIREMENTS and the CERTIFICATION listed below. Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. MINIMUM QUALIFICATION REQUIREMENTS FOR GS-14:
One (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and is equivalent to at least the GS-13 level in the Federal service that includes:
Serve as a manager providing a wide variety of safety and occupational health concepts, principles, practices, and procedures; Plan, develop, manage and administer a safety and occupation health program utilizing safety and occupational health laws, regulations, standards, and policies; Analyze plans for modification of facilities to determine level of compliance with regulations, and to control unsafe conditions; Apply concepts and procedures associated with project management, financial management, and procurement; Implement regulations published by the U.S. Department of Labor, Office of Workers Compensation and expertise in the Federal Employees Compensation Act; Analyze safety design features and specifications; Develop new methods and procedures to identify or control hazardous construction processes or equipment usage; Present sensitive and sometimes controversial material and recommendations to higher authority or other government agencies; Create and write and/or modify manuals, regulations, standards, procedures or instructions; Supervise work of others to include assigning work and monitoring work progress. CERTIFICATION:
Agencies can establish requirements for specific credentials (e.g., registration, licenses, or certificates) when such credentials are necessary for satisfactory job performance. This position requires:
Expert professional knowledge of a broad range of safety, health, and environmental concepts, principles, and practices involving safety & health occupational disciplines as would be evidence by a Certified Safety Professional (CSP) in any U.S. State or territory regulations and certifying board. Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
