As a Facilities Operations Specialist GS-1640-12, your typical work assignments may include the following under supervision:
Develops and administers a nationwide operational plan. Assist facility or program managers in tracking Operations and Maintenance (O&M) budgets Manages the project and status information systems for operations and maintenance functions Performs onsite inspections and evaluations. Conducts annual review of federal contracting requirements. Reviews and analyzes new space requests. Participates in development of budget estimates Participates in formula run reviews and corrects problem areas Participates in planning and monitoring special bureau wide initiatives, including health and safety code compliance, environment, etc. Applicants must meet the qualification requirements contained in the OPM Standards. Applicant must possess Undergraduate and Graduate Education:
Major study - engineering, industrial arts, property management or business administration; OR Specialized Experience (for positions above GS-5):
Qualifying specialized experience include:
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below. SPECIALIZED
Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicant must have one (1) year of specialized experience that equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-11 level:
building operations requirements and practices and of improvement and repair practices and techniques sufficient to coordinate or plan facilities operations programs, projects, and to identify and propose solutions to correct problems or to lower costs; reviews and analyzes new space requests and provides the documentation for those which comply with all guidelines and regulations, for funding or inclusion in the new space listing; develop of budget estimates and justifications for their request; planning and monitoring special bureau wide initiatives, including health and safety code compliance; and conduct annual review of federal contracting requirements, project schedules, costs, and project scope to obtain best product value. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
