Records and organizes documents relating to expenditures to provide accurate and timely data and immediate visibility concerning availability of funds. Aids with HRMS budgeting and fiscal management to include:
budget formulation (travel, training, overtime, Job Fairs, etc.), justification and execution; fiscal management; and financial reporting. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Performs program cost analyses or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs. Evaluates, processes, and makes recommendations for effective organizational changes to support process improvement plans and goals for the entire service. Conducts studies (delays in recruitment, accuracy of recruitment paperwork, request/establishment for new positions, job fair results), to support ongoing VHA efforts for consistency using CARDS survey and Office of Oversight and Effectiveness monitors for all areas of HR with monthly and quarterly emphasis on certain codes; activities and issues, i.e., VRA Hiring; Veteran Hiring Percentage; coding of specific actions:
monitoring of non-citizenship issues; fee basis issues. Develops, plans, schedules new methods of operations that require identification of short term and long-term objectives and goals based on an understanding of the program, strategic priorities, and related initiatives within the organization. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. The position involves routine sedentary activities such as reading records, files and references, writing documents and memoranda and analyzing statistical, financial and other work/organization related documents. Short turn-around times and constant changes in schedules and expectations are considered somewhat stressful. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
