The corporate applications and technology we deliver include Oracle PeopleSoft HRMS (Human Resource Management System), HR Reporting Data Warehouse, and TEDS Training Application along with other applications. Summary: There exists an immediate opportunity for an HRIS (HR Information Systems) technical lead that will provide architectural direction for complex systems and contribute to the success of enterprise business applications in varying stages of the software development life cycle. This position is for a person with a talent and passion for seeing and leading with insight into the HR realm and relevant IT software systems. You will lead complex projects that will require cross-discipline solution sets. You will contribute to and develop solutions to complex problems in creative and effective ways by integrating strategic thinking. Teaming across many domains and within the staff and management levels is essential to success as is interfacing with customers and suppliers to ensure customer expectations are met. You will be on a team with top talent and given the opportunity to solve complex software problems. Primary Job Duties: Applies mathematics, computer science, and engineering practices and skills to information system problems.
Researches, assembles, and evaluates information or data regarding industry practices or regulatory changes affecting policies or programs of various information system domains.
Interfaces with the customer - internal or external to Sandia - to elicit and define information system requirements.
Researches, prototypes, architects, and designs solutions for effective operation of mission enabling or direct mission information systems.
Accountable to internal or external customers for overall technical performance of information systems.
Responsible for resolving issues that require architectural changes.
Develops strategic solutions that reduce future life-cycle costs and position Sandia synergistically for future mission work. (Note: an example of this might be cloud computing solutions that also serve as a starting point for mission solutions)
Identify risks and risk-reduction strategies as part of balancing performance, cost, and schedule for various technical options.
Report on progress and advances to peers, management, and stakeholders.
Participates in cross-system collaboration to define interfaces between systems.
Evaluates, tests, and analyzes implementation, functionality, performance, and tools of information system solutions, ensuring that requirements and acceptance criteria are met.
Integrates strategic and creative thinking with experience into the formulation of information system solutions and capabilities.
Advances solution space by resolving complex, difficult, or unique information system issues using creative, effective, and possibly leading edge solutions.
May evaluate and select commercial-off-the-shelf or open source information systems domain options.
Researches solutions for problems that span multiple domains such as information assurance, hardware, software development, systems programming, data management, database development, systems security, networking, and telecommunications.
Provides architectural direction for information systems.
Integrates strategic thinking into the formulation of solutions and capabilities to ensure that long-term objectives and impacts are factored into the design process.
Recommends sound, practical solutions to complex issues. Knowledge, Skills, Abilities: - Demonstrated success applying engineering practices and skills to computer software problems
Proven experience researching, assembling and evaluating information or data regarding industry practices or regulatory changes affecting software development, security, and data management
Proven experience recommending sound, practical solutions to complex issues
Demonstrated success leading and implementing complex projects with cross-discipline solution sets and lab-wide impact
Proven experience researching solutions for complex problems that span multiple disciplines, including software development
Proven experience providing architectural direction for complex systems
Proven experience integrating strategic thinking into the formulation of solutions and capabilities to ensure long-term business objectives and impacts are factored into the design process
Proven experience ensuring system performance requirements and acceptance criteria are met by evaluating, testing, and analyzing functionality and subsystem contribution to system function

Wide-ranging experience with, expert knowledge of, and demonstrated ability to apply software programming technologies
Knowledge and experience of the software engineering development life cycle, tools and techniques, development and management
Experience in configuration management practices and quality deployment processes in the creation and delivery of work products
Willingness to be accountable for the quality of his/her professional work Required: - Bachelor's degree in Computer Science, Management Information Systems, or relevant discipline plus five or more years of experience; OR Master's degree in Computer Science, Management Information Systems, or relevant discipline plus two or more years of experience; OR doctorate in relevant discipline ; OR equivalent combination of education and experience
Demonstrated success delivering a system solution that ensures customer expectations are met based on interfacing with the customers and those responsible for developing, testing and implementing the system
Proven experience leading complex projects and a team of developers
Demonstrated experience in ongoing trends in the HR field and ability to understand and work with new and emerging technologies
Proven experience developing and delivering a positive user experience in a COTS application
Ability to obtain and maintain a required DOE security clearance. Desired: - Education: Master's degree in Computer Science, Management Information Systems, or relevant field of study. Bachelor's Degree minimum GPA of 3.2/4.0; and Master's Degree minimum GPA of 3.5/4.0

Experience: Five or more years of relevant experience
Demonstrated ability to efficiently multi-task projects and roles within projects
Demonstrated success interfacing with IT colleagues and partnering with customers
Proven expert knowledge and experience as PeopleSoft (PS) security administrator, PS system administrator, PS developer
Proven expert knowledge and experience in Sandia's configuration of PS
Experience deploying COTS implementations using tools from PeopleSoft
Familiarity with Sandia's IT infrastructure and standard software development processes
Knowledgeable in the HR domain
Knowledge/Experience in the following:
User Interface Design
Iterative software development processes (e.g. Agile)
Project Management techniques
Business Intelligence domain and Data Analytics
Relational databases, advanced query techniques and data warehousing
ITIL - Directly related professional experience would be helpful Security Clearance: Position requires a Department of Energy (DOE)-granted L-level security clearance.
