Summary: Responsible for the oversight of several contractor teams who deliver enterprise computing services to Sandia. Examples of teams include CSU, CCHD, Virtual Desktop, and Mobility teams. In this position, a staff member will have the opportunity to affect every IT customer at Sandia. Organization 9343 is one component of EnableIT, an ISO9000 certified organization. As a member of 9343, the successful candidate will ensure that the services we provide adhere to ITSM, ISO and Sandia Quality standards. Specifically, the successful candidate will help create the next-generation IT tools and Services for Sandia, will be responsible for direct customer relationships, and will have budgetary and process oversight for several Desktop-centric IT services. Additionally, the successful candidate will be required to utilize Project Management principles to successfully manage projects, as needed.
Using information systems engineering expertise, plans, leads, and directs the execution of technical information systems engineering projects through the entire system's lifecycle (requirements, analysis, design, development, testing, implementation, operations, retirement). Acts as the principal project interface with internal and external customers, partners, suppliers, project team members, and management in order to deliver information systems according to cost, schedule, and performance requirements. Makes technical decisions, manages changes and configurations, risks, and quality, and recommends process improvements. Primary Job Duties: Provides leadership and tactical planning for execution of projects by applying technical information systems domain knowledge to achieve project objectives and deliverables.
Estimates cost and schedule for information systems projects.
Ensures projects are completed on time, within budget and meet the technical requirements.
Negotiates and verifies deliverables with stakeholders - external, internal, across functional organizations.
Understands the technical domain to identify task dependencies.
Applies functions of standard information systems frameworks such as ITIL, CMMI, and RUP, and methodologies such as Agile, iterative, spiral and waterfall, in managing and tracking the execution of projects.
Proactively manages changes in project scope using change management, identifies potential issues, and devises contingency plans, as necessary.
Identifies potential project risks and responds by developing risk mitigation strategies, corrective actions, risk acceptance recommendations or avoidance for all aspects of the project.
Develops and delivers status reporting, decision documents, and presentations.
Identifies efficiencies and conducts lessons learned for process improvement.
Effectively addresses project concerns with management. Knowledge, Skills, Abilities: A history of building strong relationships with suppliers, customers and internal teams. Technical knowledge of the project's information systems domain (for example, software engineering, system administration, network engineering, information assurance).
Knowledge of project management of information systems technical or operational work.
Ability to make decisions requiring information systems engineering judgment.
Demonstrated leadership skills, including the ability to articulate the plan and execute the project to successful completion.
Proficiency in processes, tools, and applications commonly used in information systems development and project management.
Strong organizational skills.
Ability to effectively prioritize and execute tasks in a constantly changing environment.
Ability to develop and nurture effective relationships internal and external to the organization.
Excellent verbal and written communication and presentation skills.
Project Management Institute (PMI) certification is desirable. Required: -Requires bachelor's degree in Management Information Systems, Computer Science, or relevant discipline plus entry level experience (up to two years); or master's degree in Management Information Systems, Computer Science, or relevant discipline; or equivalent experience (a minimum of 8 years of experience required to qualify in lieu of relevant degree).
Knowledge of and experience with technical components of personal computing (e.g. desktop, laptop, mobile devices, Virtual Desktops).
Strong analytical capabilities to identify data trends and to develop corrective actions (as necessary) to ensure our services are continually improving.
Experience improving the End User Experience for Desktop computing.
Ability to obtain and maintain a required DOE security clearance, which will be required to start. Desired: -ITIL Foundations certification. Security Clearance: Position requires a Department of Energy (DOE)-granted L-level security clearance to start.
This position requires an active Department of Energy (DOE)-granted security clearance before beginning the job responsibilities. If selected and you do not hold an active DOE clearance, your start date will be affected.
