As a Human Resources Specialist (Human Resource Development), you will:
Design or draft training courses and curricula, including all training materials, references, manuals, job aids, etc, based on deep understanding of adult learning theory, valid design principles and rigorous design methodologies.
Consult with stakeholders to perform full instructional design and development from needs assessments through recommendations and implementation of instructor-led or E-Learning training.
Leads the design of and serves as a subject matter expert in internal training evaluations.
Develop, facilitate, and provide training courses as required.
Complete needs assessments to assess current culture, work environment, and identifies factors affecting organizational effectiveness and operations.
Write course descriptions, course marketing information, etc.
to be used in advertising training courses.

Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-11, in the Federal service.
Specialized experience for this position is defined as:
1) utilizing instructional design models and processes, such as ADDIE, Agile, Dick & Carey, SAM, Kirkpatrick, or similar to design, deliver, and evaluate leadership and employee development or behavioral and cultural training programs, courses, and curricula and; 2) identifying training deficiencies and providing guidance in resolving those deficiencies.
Experience refers to paid and unpaid experience.
Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
