Serve as a technical advisor to provide comprehensive classification and position management products including organizational charts, workforce planning projections, organizational realignments, and redesigns.
Evaluate position management within delegated authority and assists supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
Develop recruitment strategies to address specific resource or program needs.
Conduct or assists managers in conducting job analyses on a wide variety of complex positions by analyzing the competencies, knowledge, skills, and abilities required to perform stated work requirements.
Analyze, interpret, and evaluate basic HR policies, procedures, regulations, and a wide variety of pertinent subject-matter related to recruitment and placement.
Plan, organize, manage, and perform duties necessary to accomplish information systems management functions in support of essential HR functions.
Analyze, interpret, and evaluate HR policies, procedures, regulations, and a wide variety of pertinent subject- matter data to assess data requirements for current and proposed HRIS.
Develop and manage performance tools, processes, and programs; designs and evaluates performance appraisal tracking systems.
Review performance standards and performance appraisal documents.
Identify and address employee and organizational development/performance improvement needs and determine appropriate method(s) for delivering training.
Carry out a variety of benefits functions, advises management, and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA).
Provide assistance, interpretation, information, and guidance on employee relations problems and issues which affect organizational goal performance, individual performance, performance appraisal systems, and employee relations training programs.
Provide advice and assistance to supervisors, employees, and HR in a wide variety of employee relations matters.
Interpret regulations, policies, and directives, and uses good judgment to provide accurate pay setting guidance.
Advise and provide information to management, supervisors, employees, and applicants on HR related matters.
IMPORTANT NOTES:
This position is not included in a bargaining unit.
The salary range above reflects the employee's base salary.
Locality Pay will be added based on the location of the employee's residence.
Your primary residence is considered your official duty station.
The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected.
You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position.
You will be given an initial Term Appointment up to 1 year, but not more than 4 years.
If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
If selected, employees work on an intermittent (on-call) work schedule.
This means that employees are in a pay and duty status only when activated to respond to workload needs, especially in response to heightened disaster activity.
When no longer needed, employees return to a non-pay status until the next event necessitates additional staff.
However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time.
Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
Mandatory Overtime:
In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day).
A valid driver's license may be required.

Experience:

To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position.
This experience may have been gained in a Non-Federal service position.
In addition, this Specialized Experience must demonstrate the following:
Researching, interpreting, and applying appropriate laws, regulations, policies and/or guidelines and providing a broad range of advisory services in the areas of classification and position management or recruitment and placement (staffing) or information systems (human resources) or performance management or human resource development (training) or benefits or employee relations or compensation; and, Responding to a variety of human resources inquiries from internal and external customers; and, Using Human Resources Information Systems (HRIS) to gather, maintain, and report data; and, Providing supervisors/managers with advice and guidance on various Human Resources processes and/or strategies.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
