Program Analyst

Summary The purpose of this position is to serve as the Program Analyst for the HCHV Section in the Social Work Service with responsibility for developing, implementing, maintaining and providing management with strategic direction, and program oversight of care of HCHV.
This position will improve quality, efficiency, and effectiveness of healthcare by facilitating professional Social Work Service staff and Veterans access for quality care.
Responsibilities The incumbent actively designs, manages and coordinates all tracking, monitoring and accounting function's related to the Health Care for Homeless Veterans (HCHV) Program funds.
Is also responsible for tracking, monitoring and accounting a comprehensive accounting system for all current and future HCHV funds and all control points funds within HCHV.
Duties include, but not limited to:
Responsible for accurate fiscal management, communication and coordination with Fiscal Management Service, the HCHV Program Director, VISN Representatives and VACO personnel.
Is responsible for the financial management of all control points within HCHV.
Will be responsible for assisting the HCHV Program Director in analyzing encounter data and issues related to HCHV performance measures.
Incumbent provides assistance to HCHV Program Supervisor in maintaining accounting records for all HCHV funds and all HCHV control points.
Conducts analyses of encounter form data and reports in a variety of venues to help identify trends and retrieves reports correspondence and data for use in preparing status reports, briefing and presentations to HCHV management and VISN.
Serve as the HCHV Contracting Officer's Representative (COR) and perform duties which provide technical direction, clarification and guidance with respect to the contract specifications and statement of work.
Responsible for any delinquent travel that occurs by traveler and must process appropriate memorandum through channels to the Associate Director for signature and processing.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2020.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
manages, and coordinates all tracking, monitoring and accounting functions related to the Health care for Homeless Veterans (HCHV) Program funds; monitor the contract's progress and performance, including the submission for required reports or other documentation; conducting interviews with providers and staff to obtain information about performance measures, encounter data, job functions and work procedures.
OR, Education:
Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree.
OR, Combination:
Applicants may have equivalent combinations of Specialized Experience and Graduate level education.
(To compute, divide your total months of qualifying experience by 12.
Then divide your semester hours of graduate education beyond one year by 18.
Add the two percentages.

Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave:
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
