Program Analyst

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst.
You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.
This position is open ton Bureau of Reclamations (BOR) current permanent employees and employees that meet Land Management Authority.
Duty Location:
Albuquerque, New Mexico.
Responsibilities Advises and assists the Program and Project Managers and their staff on program and project management monitoring, tracking, and reporting.
Develops and updates tracking tools, financial and budget records, reports, and documents to advise on progress and future performance outlook of assigned projects.
Compiles, analyzes, and summarizes short- and long-term information from various project management and budget systems such as the Workload Management Systems, Federal Business Management System (FBMS).
Analyzes and supports program and project managers in analysis of project status, including developing and updating baseline schedules and budgets and tracking current progress against the baseline.
Communicates and collaborates regularly on program and project status with internal and external stakeholders, including Reclamation employees and Closed Basin Program partners, and contractors.
Administers a variety of assigned contracts, including Indian Self Determination Act contracts, interagency agreements, grants, and cooperative agreements.

GS-07:
Specialized
Experience:
GS-07 - Applicants must have at least one (1) year of specialized experience, equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following:
(1) preparing program or management activities for review; (2)analyzing problems to identify significant factors within administrative processes; (3) providing recommendations for improving the efficiency of internal administrative operations; (4) communicating with higher graded analyst to resolve administrative issues.
OR B.
Successful completion of at least one (1) full year (18 semester hours) of graduate level education from an accredited college or university which provided the knowledge, skills, and abilities necessary to do the work of this position.

OR C.
Successful completion of a at least a Bachelor's degree from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position, and I meet one of the following requirements for Superior Academic Achievement at the undergraduate level:
1) Class standing -- Graduated in the upper third of the class based on completed courses in the college, university, or major subdivision; 2) Grade-Point Average (G.

Successful completion of a combination of graduate-level education and experience as described above.
To combine education and experience, first divide your total months of qualifying specialized experience by 12.
Then divide your semester hours of graduate education by 18.
Add the two percentages together.
The total must equal at least 100 percent to qualify.
GS-09:
Specialized
Experience:
GS-09 - To qualify for the GS-09, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following:
(1) Analyzing and evaluating the effectiveness and efficiency of program operations and/or administrative support functions to recommend solutions to conventional work problems and issues; (2) Analyzing organizational policies and operating programs to determine the impact of changes on programs; (3) Assisting with the development of new or modified work methods, organizational structures, or management operations and (4) Gathering data to provide feedback, prepare reports, and/or to present briefings.
OR Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

) OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18.
Add the two percentages.

Specialized Experience, GS-11:
To qualify for the GS-11, you must possess one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing work in 3 or more of the following:
(1) Analyzing and evaluating the effectiveness and efficiency of program operations and/or administrative support functions to recommend improvement solutions to substantive/multifaceted issues; (2) Developing new or modified work methods, organizational structures, and/or management operations; (3) Analyzing organizational policies and operating programs to determine the impact of changes on programs or work operations; (4) Reviewing and analyzing data to determine program effectiveness in attaining goals and/or to develop program measurement criteria; and (5) Gathering data to provide feedback, prepare reports, and/or to present briefings.
OR Education:
Ph.
D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

) OR Combination of Education and
Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
GS-07:
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
