Attorneys assigned to field offices in the Office of the General counsel (offices physically located outside the Washington, D.C., Headquarters) provide legal advice and services to all agencies of the United States Department of Agriculture in administering USDA programs and activities within the defined geographic area. The incumbent serves as an attorney providing legal advice, research, analysis, and interpretation of federal, state and local laws, as well as oral and written opinions, memoranda, pleadings, briefs and legal support of all USDA programs and litigation, and performs other legal services as assigned.
This position is located in the Office of the General Counsel, Mountain Region, Albuqueruew, New Mexico Branch. Must be a U.S Citizen Must clear a background investigation.
As an Attorney Advisor (General), you will be responsible for the following:
Preparing pleadings, motions, briefs, litigation reports, and related documents in connection with suits by and against the government.
Determining nature of legal issues involved
Effectively representing Department and agency clients.
Providing timely and relevant legal advice regarding program operations to management officials and expertly representing clients in negotiations and legal proceedings.
Identifying, analyzing, and evaluating issues of fact and law associated with clients' programs and initiatives.
Speaking and writing with clarity and tact to provide guidance on complex legal issues, secure acceptance of recommendations, prepare complex legal opinions, and effectively represent the Department in a variety of interactions.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
If you are newly hired, the documentation you present for purposes of completing the Department Homeland Security (DHS) Form I-9 on your entry-on-duty date will be verified through the DHS E-VERIFY system. Federal law requires the use of E-VERIFY to confirm the employment eligibility of all new hires. Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a Confidential, Secret, or Top Secret security clearance or be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of appointment and on reinvestigations is a condition of employment.
May be subject to satisfactory completion of one year probationary or trial period.
Attorney positions are in the excepted service, not the competitive civil service. There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service.

Knowledge of the principles and techniques of legal analysis and practice.
Thorough knowledge of activities and program initiatives of USDA and its agencies.
Thorough knowledge of the content, application, and effects of the laws, court and administrative decisions, regulations, policies and procedures that are administered or applied by USDA and its agencies, as well as agency activities involving legal issues.

Successful completion a full course of study in a school of law accredited by the America Bar Association (ABA) and have the first professional law degree (LLB or JD) ( Law School transcript required) and

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
