Job Description:
National Nuclear Security Administration (NNSA) has need of a full time Program Analyst and Modeling Subject Matter Expert (SME) to support the Production Operations Division (NA-121.
2).
This individual, within NA-12 (Office of Stockpile Management), is responsible for supporting a wide range of modeling/analysis and project management duties in support of the NA-121.
2 Division Director and other Federal and contractor staff as assigned.
This individual will be a key member of the NA-121.
2 Modeling, Analysis, and Projections (MA&P) team, and may be leveraged across Production Operations for additional duties as required by the Division Director.
It is strongly desired for this position to be located at NNSA-HQ/FORS or NNSA-ABQ, however other locations across the Nuclear Security Enterprise (NSE) may be considered for the right expertise (occasional travel would be required).
The individual will be a key contributor in development and execution of enterprise modeling and analysis, both in development of NNSA NA-12 models, as well as coordination across NA-10 (Defense Programs) and with M&O partners, utilizing their strong modeling, analysis, project management, and NSE weapons program expertise.
The position requires experience exercising mature judgment and making independent decisions in accordance with established policies, rules, and procedures.
The work performed under this program is in support of the successful achievement of goals related with a long term, multi-billion-dollar program within the National Nuclear Security Administration (NNSA) Office of Defense Programs.
Preference is for an experienced individual with expertise working in government, DOD, DOE, or military environment.
Individual must have a depth of experience working in a classified environment and relevant understanding of policies and procedures applicable to support NNSA programs.
The individual must be self-starting, possess an ability to work in a highly dynamic environment, and have an ability to interface with a broad range of federal and military senior staff and leadership.
Primary
Responsibilities:
Acts as a Modeling SME for NNSA enterprise-wide analysis, such as Enterprise Capacity Analysis (ECA), Enterprise Modeling & Analysis Consortium (EMAC), and other related NNSA analysis needs.
Works with the MA&P/ECA software development lead to develop and/or apply software solutions to analyze enterprise-wide feasibility and trade-space analysis to inform high-level decision makers.
Applies weapons program experience within the NSE to aid in modeling and analysis activities and long-term projections.
Provides project management support for routine MA&P activities, including supporting federal management of existing MA&P processes as well as development of enhanced solutions.
Demonstrates ability to adapt and perform various project management and modeling or analysis support across a variety of Production Operations initiatives, as required.
Supports development of routine data collection business rhythms with M&Os and across NNSA joint M&A initiatives.
Supports development of standardized and streamlined supply and demand signals, and their related datasets, for NNSA enterprise-wide analysis.
Supports development of consistent parameters and analytical workflow to support analysis, and standards for workload/capacity data across the NSE M&Os.
Compiles a set of customer requirements, develops, and presents a set of alternative software solutions to these requirements, and works with customer to decide on an approach that meets customer's time, budget, usability, and software-sustainability requirements.
Recommends and helps guide long-term NNSA solutions for enterprise-wide analysis needs and capabilities.
Supports future NNSA Defense Programs analysis needs in collaboration with NA-11, NA-15, NA-18, and NA-19 and as required by NA-121.

Qualifications:
Minimum of 7
years of project management and modeling/analysis experience required.
Minimum of 7
years of experience in the NNSA's NSE required.
Certified Project Management Professional (PMP) preferred.
Nuclear weapons program experience required, including weapon program planning and execution in either a design and/or production role.
Familiarity with simulation-based analysis and resource planning (e.
g.
, Simio, ExtendSim, ERP/MRP, etc.
) strongly desired.
Interagency experience desired.
Bachelor's degree in related field required, Master's degree preferred.
Active DoD TS and/or DOE Q clearances required.
Pay Range:
Pay Range $81,900.
00 - $126,000.
00 - $170,100.
