INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification of Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian Preference eligibles that are not currently employed with the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7). Responsible for the implementation and administration of all aspects of Public Law 93-638, as amended, within the Agency as required.
Serve as the principal staff advisor to the Superintendent and program staff in the interpretation of self-determination legislation.
Serve as the Awarding Official for the award, administration and management, modification, and close-out of self-determination contracts and grants administered.
Develops, implements and maintains the functions of Public Law 93-638 contracts and grants.
Works with tribal, authorized tribal organizations and general public on issues regarding Public Law 93-638.
Consults, counsels and provide specialized assistance in the formulation of Special Conditions and Statements of Work for self-determination contracts and grants.
Investigate complaints regarding negotiated self-determination contact and grants from all sources and resolves disputes.
Provide direction, assistance and guidance to Approving Officials, Contractors/Grantees in the development and operation of effective management systems (i.e., Finance, Personnel, Property, Procurement and Records).
Directs to implement and ensure compliance with Public Law 98-502 (The Single Audit Act of 1984) and Office of Management and Budget (OMB) Circular A-128.
Responsible for the resolution of all Single Audits Agency-wide.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-1101).
GS-12: 1 year of specialized experience equivalent to the GS-11 grade level.
SPECIALIZED
Experience: Demonstrated work experience which involved: (1) directs the activities, and provides guidance to Agency staff, tribal officials, staff, and tribal organization; (2) serve as a program facilitator and coordinator for the administration and provision in the Indian Self-Determination grant initiatives; (3) implement and coordinate the aspects of Public Law 93-638 contracts.

MOTOR VEHICLE OPERATION: Regularly operative government vehicles or equipment to perform the duties of the position.
